They must not be brothers. I dont think that Luffys father is Roger. Maybe he is. But I dont think so. Also you should have put something like One Piece latest chapter spoliers as the title because not everyone reads the manga.

I was so surprised when I read that chapter xD But no I dont think Luffys father is Gold Rogers as well.. I mean we now know that he was Aces but I really dont think hes Luffys.. If he was then what would Dragon be to Luffy? Dragon knew Luffy and helped him waaayyy back.. Why would he do that if Luffy was the son of Gold Rogers and not his? Hmm.. I mean Gold asked Luffys grandpa to watch him Ace right? So Dragon had Luffy.. And they were just raised as brothers you know? I wasnt sure how theyd have become brothers. But yeah that explains alot Im figuring this out in my head as I go along so yeah.. xD

o.k 1It never states in the manga or the show i think about Aces age someone on Wikipedia might of wrote that 2Luffy and Ace are not brothers because both of aces parents died fact Luffys dad is dragon fact so they cant even be half brothers they just consider them self brothers as if they were adopted 3Ace never said that Dargon was his father all he said was how can we be marines when we have blood of the most wanted criminals running through our veins and the 2 most wanted criminals are the deceased Gol.D.Rogers which turned himself in and the current leader of the revolution Monkey.D.Dragon who is uncaught.

Luffy and Ace arent blood brothers. It was already stated back in the Water 7 arc when Garp Luffys Grandfather and Dragons father said he even gave Luffy Ace to train with. As we find out Gol D. Rogers is Aces true father and its been stated and proven numerous times even in an episode where it shows Dragon at his base with the wanted posters of the Strawhat Crew that Dragon is in fact Luffys Father. My prediction to all of this: Gol D. Roger and Monkey D. Dragon are related. Whether it be as brothers or some other tie they are related. I mean in quite a few episodes starting from Loguetown its been stated that Luffy has many of the traits and similar personality as Gol D. Roger and with being Dragons son it only makes sense that later on it might be related to Dragon and Roger being related. It would make Ace and Luffy related in a sense I mean if you look closely in the animation they are even given similar appearances Ace looks like an older more refined Luffy. So they arent brothers by blood but one of the big themes of the show is the understanding of the bond between nakama and with the Nami Kokoyoshi Village Arc and the post Water 7 filler arc with Zoro and the family with the huge mother Being considered family or Brothers doesnt mean there is a need for blood relation as long as that unbreakable bond is there. I think well find out eventually by either Dragon or Garp that they are in fact related but not by the way it was portrayed.
